Rachel Jacobs is a partner in ELG’s Political Law practice group. She advises clients on campaign finance, government ethics, election laws, lobbying laws, and conflicts of interest issues at the federal, state and local levels.

Ms. Jacobs counsels a wide array of clients, including federal and state-level candidates, members of the U.S. House and Senate, political party committees, political action committees (PACs), super PACs, nonprofit organizations and other organizations active in the political space. Ms. Jacobs also serves as outside counsel to the Democratic Congressional Campaign Committee. A significant portion of her practice includes advising clients on compliance with federal campaign finance laws and Federal Election Commission regulations as well as state laws and regulations on voting and elections. She also represents her clients in government investigations before the Federal Election Commission, Office of Congressional Ethics, House Ethics Committee, and state regulatory bodies.

In her practice, Ms. Jacobs helps clients structure their activities, including fundraising, spending, programs, and communications, to comply with federal and state laws and achieve their strategic and political goals. Ms. Jacobs has experience providing advice regarding voter registration and vote-by-mail laws, voter protection programs, and post-election recounts and contests. She also advises on U.S. House, Senate, and state-level ethics rules on gifts, entertainment, and travel.

Ms. Jacobs is a graduate of The George Washington University Law School and Tulane University. Prior to law school, she was a fundraiser at the Democratic Senatorial Campaign Committee. She works every day to advance ELG’s mission of helping Democrats win, citizens vote, and progressives make change.
